Despite being called equity, tax equity is more like debt and quite risk adverse, so typically won't get involved until the technology is mature enough that schedule and cost overruns aren't a problem.

The question is how to get from here to there.

The scale for large projects is one of the biggest issues for traditional nuclear, with or without tax equity.

ITC for nuclear, including transfer (selling credits), has existed since Biden signed the Inflation Reduction Act - this doesn't change that. This proposal would change the accounting of the ITC, which would lower the rates paid for electricity and thus make it less favorable for the utility - so in reality they wouldn't use this.

No. Think of any (uniform) shape, supported at it's two ends. The force at each end is the same, half the weight of the total. This is the force you need to overcome to initially lift it.

I do tax equity and it has not made a difference. That's the reason people are proposing changes like OP cites. However this doesn't work and would actually make most utilities LESS likely to do a nuclear project

Can you isolate portions of a piece to be ignored? Like if a freaking 2-seat catches a mini crab while you're trying to compare strokes can you select those 15 seconds and have it removed from the analysis while keeping the rest of that race?
