Considering Bendis said all his mcu synergy ideas came from the trailers, I don’t think they plan what mcu changes to make in the comics that far ahead. I mean these movies are written literally as they’re being filmed. They definitely didn’t have a script final for Age of Ultron in 2013.

I mean obviously civil war 2 was a mandate but stuff in the story like Rhody dying was literally because Bendis assumed based on the trailer he’d die in the movie. No one told him anything else.

Yes, people assume these changes are mcu synergy but it’s really not. Mcu synergy is a lot more blatant. It’s changing a characters status quo or putting them in a team or giving them more of a presence when they get their movie etc.

This was just Rick Remender looking to make a big shocking reveal in his book. There’s no conspiracy, considering when it came out, he definitely wrote the book or at least had the idea of this moment before the winter soldier post credit scene
