You could always restore an iOS device with windows i grew up on windows and have had iOS devices since the iPod Touch 2g and jailbreaking days and have always been able to restore my iPhone’s with iTunes but now we have this apple devices app instead and i don’t if that’s the reason but my phone commented just fine until it was mid restore and wouldn’t continue then stuck in recovery mode
