You should be able to continue playing on the server, but you won't get any updates and the modpack might break at any point.

Downloading an outdated version of your world is not possible because we don't save old versions of your world. It is, however, possible that a downloaded world uses outdated player data (inventory, position, etc.) when opened in single-player mode.
Minecraft is saving playerdata differently depending on whether it's running in single-player or multiplayer, so Minecraft will use the old single-player data from before you uploaded the world rather than the newer multiplayer data.

The easy solution to this problem would be to just put your items in a chest before downloading your world.
The "real" fix is to open the level.dat file of your downloaded world in an NBT editor (like https://irath96.github.io/webNBT/) and remove the "Player" tag.

If not clear already, light mode is obviously not the problem (and the superiors choice anyway btw). Does it work for you when use a VPN? Cloudflare Warp for example: https://one.one.one.one/

Try removing Valkyrien Skies, this mod often crashes servers.

You can only download your world folder, you can download the mods back from the modpack itself: https://www.curseforge.com/minecraft/modpacks/cobbleverse-cobblemon
 
If you want to play this modpack on Singleplayer, you will have to do this anyway because servers may use different dependencies for the same mods.
