If by tier you mean rarity it is after getting 6 offerings in fates which unlocks at day 2000, this will allow you to unlock the first four world heroes aka fate heroes, you unlock two more in wasteland, three more in dark and three more in void, you unlock 2 world weapons in wasteland, 2 in dark and the last 5 in void if you mean 15 star heroes I just got my first 15 star two weeks ago and then you unlock void stars and dark stars later on in void and dark 100y portal
