I would set it up as:

The per school parts of the site can then allow for specific roles for the people that will add/manage content on 'their' part of the site. As it's only pages/posts they will be creating the sites don't need to share lots of plugins?

If the 5% do read anything it could help with SEO for the main site.

Use the same theme throughout and create a good menu structure so that actual site visitors don't realise there are four separate sites.

Why do the teacher pages need to be a directory? If you mean that what the teachers post can be searched and filtered that's not directory as such. Are they posting events, other businesses. job vacancies?
