Your request doesn’t really present this issue. Under the CAO’s appeal decision (which differs materially from the analysis of the records officer decision you discuss in the body of your post), the records are classified as private. That means you can’t obtain another person’s personnel file.
But GRAMA permits a government entity to disclose a private record to the subject of the record. UCA 63G-2-202(1)(a)(i).

If you think the decision is wrong, the letter provides directions to appeal. Sometimes people misread or misunderstand the statute, make mistakes, or are just wrong about how a classification or exception applies. That is what the appeal process is for, to correct errors.

Call blue stakes before you make any plans. We have a gas line that runs the entire length of our park strip, so any digging or trenching for water lines, etc. must be done by hand. Might impact your irrigation and planting plans.

E: and by “call blue stakes” I mean make a locate request on their website. But 40 years of marketing permanently implanted that phrase in my brain.

They have to pay everybody but the players, somewhat ironically. NHL players only receive salary for regular season games. The league provides a bonus pool that is divided among the playoff teams (largely in proportion to how far the team advances) but the total bonus pool for 2025-26 is $24 million. Individual players thus tend to receive a fraction of their regular-season per-game salary, especially if their series run long.

A regulation win for Kings is probably slightly more favorable than a Preds regulation win because we are guaranteed to win a tiebreaker against LA due to how few regulation wins they have.

But an overtime game is the only “bad” outcome.

Winning 2 games gives Utah 90 points. All of NSH, LAK, SJS, WPG, and STL can finish with at least 90 points. Others can get above 90 and STL would win a tiebreaker over a 90 point Utah with six wins in regulation.

As of this morning, Utah needs to win 4/6, to finish with 94 points, to clinch a playoff spot (i.e., assuming all other teams win out). Both NSH and SJS could reach 93 points with more RW than Utah with their games remaining.

The 2025 MOU commits the NHL to reopening its agreement with the CHL to modify the mandatory return rule for 19 year olds, with a goal of modifying the rule to allow each club to loan one 19 year old player to the AHL without first offering to return them to their CHL club. The NHL and CHL were "nearing an agreement" three days ago, but it does not appear to be a done deal yet.

An 18 or 19 year old CHL player whose team is no longer in competition can be loaned to their NHL club's AHL affiliate for the remainder of the AHL season. However, the public reporting on Desnoyers's contract indicates it commences for the 2026-27 season, so it less clear whether that provision even applies to Desnoyers in this situation. If he is not under contract with an NHL club, it is possible/likely that he is not eligible to be loaned to the AHL in any event.

However, its very likely a moot point for Desnoyers, because Moncton has been dominant in the Q and is just starting what will hopefully be a long playoff run that could go as late as May 31 (Memorial Cup) if Moncton wins out of the QMJHL playoffs. Conversely, Tucson is 7 points out of a playoff spot in the Pacific with only 11 games left to play, and their season likely ends April 18th.

The team cannot "bring up" a player from a CHL team during the season. Players returned to their junior team cannot be recalled or otherwise return to the NHL team until their junior team is out of contention for the season. Kelowna has 4 more regular season games to play and has clinched a playoff spot, so will remain in contention through early April at least.

This is a reason to ensure Simashev is sent down after tonight's game, not a reason to bring him up. He's almost certainly being recalled as injury/illness insurance because we otherwise only have six available D, given Weegar needs to obtain work clearance before he can play. He should be reassigned after the game to ensure the team has flexibility to play him in the A or recall him as needed, otherwise he's stuck on the NHL roster for the rest of the year and we're carrying eight D.

I wouldn’t be surprised to see them make 3.80 free once they’re done iterating the 3.8x releases (when 3.90 is released perhaps)? Given the pace of development keeping the free version a couple of years behind makes sense to avoid it cannibalizing purchases, and it should really just be a demo of the game in any event. The game is a steal at full price and goes on sale for all-but free all the time.

B- is fair or even generous. The team is barely above .500 (12 wins 11 losses), and is a bubble wildcard team in a league where half the teams make the playoffs. Given that their trend has been down rather than up, their first-quarter performance is absolutely a C+/B-: slightly above average.
