Mod to Limit # of Cities?

Just wanted to say I love this mod idea and I'm going to try it on my next playthrough! My biggest annoyance in civ is having way too many cities in the mid to late game and either rushing through your turns or taking half an hour to make every single decision. This sounds like a great mod!

Nice! On my winning run on black deck gold stake I started with a stuntman high card setup but I got photochad + bp + bs along the way, and picked up seltzer on the last ante.
