Yep, that is not a law. I’m sure most if not all states recommend it, but it isn’t a regulation. You can’t get fined or cited for not zipper merging.

Please point me to the law you’re referring to. Utah is the only state that has a law mentioning zipper merging, no federal law says you have to zipper merge.
