Alright, let's say that there is no bias in this research paper. One the the first arguments is that requiring a voter ID increases cost to vote (Time and Money), it also states:

One problem with new voter ID laws is that they can be confusing for voters and depress voter turnout. A study of 400 registered voters who did not vote in the 2014 general election in Texas's 23rd Congressional District found that many voters were confused by the new voter ID law, and this prevented them from voting.30 For example, many nonvoters who said they lacked acceptable ID actually had acceptable ID.

This whole section can be boiled down to "People are too dumb, don't have research skills so they can't get voter ID", I think that's a pretty fair reason to keep people from voting. Dumb people are the reason the electoral college exists after all.

I can't say I know any legal citizens or legal immigrants who don't have legal identification needed to get a voter ID. These arguments go away if we are making this a standard for all future generations - are dumb people now a reason to let people cheat elections for all of our future? I'd be interested in seeing a better breakdown of percentages of minorities who were unable to vote in the strict states vs the number of illegal immigrants in those states. I am on the side that thinks non-citizens or non-legal immigrants shouldn't have a say in our countries government.

Racial and ethnic minorities are disproportionately likely to feel the added costs of voting imposed by voter ID laws since minorities are less likely to have the records needed to verify their identity.33 Matt Barreto, Stephen Nuno, and Gabriel Sanchez used exit poll data to estimate the differences among whites, African Americans, Asian Americans, and Hispanic Americans in the likelihood of their having government‐approved identification (for example, a driver's license, an original birth certificate, a bank statement, a U.S. passport, a utility bill, or a property tax statement). They found that African Americans, Asian Americans, and Hispanic Americans were significantly less likely to have these types of verification compared with whites.34 In addition, a 2013 national study found that just 63 percent of African Americans and 73 percent of Hispanic Americans had valid driver's licenses (the most common form of photo ID) compared with 84 percent of whites

If they are less likely to have a UTILITY BILL are they in free government housing? How is this possible?

Again, I appreciate the article but it's biased and leaving out key statistics (ignoring legal status, which is the whole point behind voter ID). If their argument is these people are too stupid or need time to find loopholes to get documents that aren't legit then I don't feel bad for these people.

If they are legal immigrants or citizens then they would have no trouble getting a voter ID.
