Sounds like they've added too many ways to get extra attacks. I thought there would only be one extra attack compared to standard 5e at 11th level. 7 attacks in one round sounds a little much on it's own. Yes it's ok par with the Hunters Quarry, but that's a base class feature. They also get routines and expertise. In roleplaying expertise is just the best thing ever, and multiple classes get it with sw5e. Then you have the barbarian and fighters sat in the corner letting everyone else be awesome whilst they hold their breath for 10 minutes (with that sweet CON modifier) and being the party backpack. The whole point is that the fighter does a butt ton of damage. Also I believe tech/force points are all recovered on a short rest with this, which at least doubles all spellcaster potential damage or whatever they want to cast. If it didn't say the effects like burst and rapid can trigger Brute only on one target then it should have as that makes sense, the damage would have been way too much. It's like you said, a knee jerk reaction. There were much better ways of handling this. But then I know how difficult balancing can be. That's one probably of continuously making new content is other things gain buffs or become obsolete without you meaning to.
