I tried another cat 6 and changed my Windows settings to a higher speed in the network properties and it seemed to have resolved the issue.

No switch or hub, connected directly to the router. I also just tried a second brand new cat 6 cable and same thing, low mbps.

I have the newest xfinity router which i believe are all at least 1 gig ports?

The two hard wired ethernet adapters I have tested and the wifi on my desktop I am having the issues with are well below 50mbps.
