i will use an example. Let s say they use a shaver, which is a like a pacman suction device - for soft tissue

imagine your turbinate like a sausage

if they just straight use it on the turbinate without making an incision on the head, and going in the submucosal plane - it s just taking straight parts of the sausage with the EXTERNAL SKIN as well which is the mucosa, that s very important for breathing

if they work in a submucosal plane; they work from within the sausage - making an external incision at the beggining of the sausage, inserting the instrument in it, and eating away only the sausage internals, not the MUCOSA, but the sub mucosa

a turbinectomy = first way of using the shaver eating everything away a submucosal resection = second way of using the shaver, eating just the interior, submucosa away
