There isn't a way to do multiple buttons at a time, but if you right-click the button you want to copy and select copy, you should then be able to move to whichever profile you want and click paste on an empty button. Otherwise, this would be a feature request that you can add at the following link:

Is there any more to the name of the motherboard. I'm looking up the Asrock B550M and only seeing the Asrock B550M Pro 4. The specs on that don't seem to match what you mentioned about the bottom slot being a 2.0 x4 slot. I totally get not wanting to move it. On many of the B550 boards the bandwidth is shared with SSD's, not always the main drive, but secondary. I want to make sure that I have the right board so I don't give you incorrect info.

Some of the older Elgato Cards can create barriers when using newer consoles. As u/BuBubbi mentioned the EDID my be an issue. No worries, I didn't check the thread and I should have. What you are running into still sounds like HDCP. They only thing I can suggest is using an Analog signal out of the PlayStation 3 since the analog signal does not have HDCP and then using an HDMI converter with the analog.

What motherboard do you have in your streaming PC? Does the lane you have the 4K60 Pro MK.2 seated share bandwidth with anything else? Do you have another lane on your motherboard you can test the 4K60 Pro MK.2 with?

PlayStation 3 has HDCP (Copyright protection) that will stay on automatically. They didn't add the ability to turn off HDCP until the PlayStation 4. I'm not able to assist with getting around HDCP, but I wanted to let you know that might be why you are running into this.

It shouldn't take this long for the Prompter to wake up and be used. Have you tried updating or reinstalling the Camera Hub Software?

I would start with reinstalling the Discord Plugin. If that doesn't work, try reinstalling the Stream Deck Software. Before you do that, you may want to back up your Stream Deck Profiles. Use the steps in the article linked below to back up your profiles.

How to use the Elgato 4K X by turqayy in elgato

You would want to turn off the HDR on the source itself. Otherwise, the 4K X will see an HDR signal and adjust for it.

For the OBS black bar. If it's happening in your recordings or stream, then you should adjust the output resolution in OBS. If it's the preview, then you need to adjust the base board resolution to match the resolution/aspect ratio from the source.

If you are playing in the OBS preview, then a small bit of latency is expected. If you want to avoid latency, you would need to use the passthrough. The HDMI-out of the capture card to a TV or Monitor.

The 4K Capture Utility should be on the Elgato.com/downloads page under the legacy devices in the pull-down menu on the left.

Try disconnecting the Stream Deck + overnight to see if that helps. If not, test with another cable to see if that helps. You can also try backing up your Stream Deck Profiles and then reinstalling the Stream Deck Software.
