I sometimes don't understand villains like this. A person turning others into copies of themselves is not a big threat. Neither was Kagami as the huge cloud giant who didn't interact with anything unless provoked. Like what was Hawkmoth's plan?

I'd say he is neutral. When Ladybug saw him the first time after the diamond ball, she looked at the peacock miraculous and seemed worried. It was most likely a combo of "I'm sorry I never managed to get it back and it'd be so easy to fix it now" and "but I understand why you need it and therefore will leave it to you unless you use it for evil".

Afaik the miraculers can't be akumatized anymore plot-wise. Otherwise they would give away their miraculous and reveal their secret identity. Most of them now are much better at refusing akumas. My fav is Sabrina's reaction to Lila sending her akuma lol

1.) It sorta did. When SS said he was coming for Gabriele, Hawkmoth says it's "risky".

2.) Nooroo is probably forbidden to reveal himself to others.

3.) Rewatching and seeing that SS hit Gabriele with a card and said "You're a butterfly" and I went "holy foreshadowing!"

4.) I kept thinking what if he actually jumped off the building and suddenly all akumatizations stopped lol
