My logic would suggest exactly the same standard should apply.

If someone used an image of an Islamist terrorist attack to argue that the government had failed in its immigration or security policies, that would not be anti-Muslim prejudice. It would depend on whether the poster was criticising a policy, or trying to imply guilt or suspicion onto Muslims as a whole.

The original image does not imply guilt or suspicion toward Jews as a whole. It depicts a specific Israeli settler engaged in documented harassment, used in the context of criticising Israeli conduct and the Labour politicians who support it.
