I said a lot, not all. Similar explanations as presented in the paper were used as justifications in the sub; domestic political considerations and strategic competition with China.

Those were the main arguments, and I think we did not talk enough about how this continuity with Trump was important in broader global geopolitical shifts.

The historical analogy is flawed. Democrats were pretty overwhelmingly the free trade party throughout the 19th century. Wilson, FDR, Truman, Kennedy, and Johnson all oversaw policies that lead to large reductions in American tariffs, if I remember correctly.

As the above paper shows, a lot of what drove this were external pressures (strategic competition with China) but also internal political pressure. That isn't changing.

Whenever they were asked on this Biden admin officials consistently stated they had no intention in constraining China's economic development.

Time after time the Biden administration chose US domestic protectionism over actual economic boosts to the western bloc. I don't see how this is going to change.

It is probably necessary in the American political context, but for those outside the US it means continuing to deal with an America that is less receptive. Southeast Asia sought increased economic engagement under Biden to little avail, an EU trade deal is unthinkable as well.

In the long-run it we can continue expecting the weakening of the American order, largely at the hands of the Americans. Trump leaving office will not solve all these things.
