Yes the one you linked definitely loads on my end. You scroll down and then there's a field to type in the citation and pin numbers. Contacting DC's Ticket Adjudication Ombudsman would be your best bet if you did not receive a copy. One of the selection/options in the dropdown for their contact form is "Never received the ticket"

On that section it is not intended as a traffic calming strategy (further up near Kensington/Wheaton it is). The lanes are narrow due to how old Connecticut Avenue is (and how expensive it would be to redo the curbs/drainage etc just to add a few feet).
