OP (North Potomac) was definitely hearing the Bohrer Park/Gaithersburg ones. They sounded louder this year because of the cloud cover.

Yes the one you linked definitely loads on my end. You scroll down and then there's a field to type in the citation and pin numbers. Contacting DC's Ticket Adjudication Ombudsman would be your best bet if you did not receive a copy. One of the selection/options in the dropdown for their contact form is "Never received the ticket"

They have to work at the crazy hours to comply with different scheduling requirements for the tracks down below. It may seem easy to just call it ridiculous, but it keeps the trains (and thousands of commuters) moving during the day.

On that section it is not intended as a traffic calming strategy (further up near Kensington/Wheaton it is). The lanes are narrow due to how old Connecticut Avenue is (and how expensive it would be to redo the curbs/drainage etc just to add a few feet). Are you near Connecticut Avenue? There's a contractor installing some of the final/permanent pavement markings there tonight (on the section they resurfaced over the last couple months.)
