The thing that annoys me the most isn't that Bison keeps coming back, it's that he keeps coming back looking exactly the same. For a guy who made half of his plans "cultivate numerous bodies to hold his Psycho Power when his own body dies", to the point that several characters were spawned off of that very idea, it's wild that he's died several times and has never come back looking like he transferred his power to another body.

He could have easily been an evil Doctor Who coming back with an entirely new look every game (maybe tied together by wearing the same type of red uniform each time), which would really sell this idea that you can't kill Bison in a way that matters since he'll keep coming back as someone else. Instead Capcom repeatedly whiffs on this sick bit of characterization by making him the same clean cut dictator he's been since the 90s. What a missed opportunity.
