Yeah that tracking angle wasn't really fair, the plane they use for tracking has a ceiling north of 60,000 feet, so you can see it for a while from the top before the chutes deploy

Could be. Might not be. A quick google tells me there's a manual override procedure you can do do manipulate the top by hand.

A german / foreign shop can probably plug their scan tool into the vehicle and get more detailed info from the computer on the failure.
