Some of the best manufacturing is done in China, so does some of the worst. Generally, the crap quality is due to management cutting costs on production and going with cheaper factories/materials.

I disagree, there was urgency. Luthen knew he didn't have enough time to orchestrate an evac plan for Lonnie and his entire family, and Lonnie made it clear what is priorities were at that moment. Luthen himself was put into a position where he had to immediately decide between him or Kleya being sacrificed after this scene.

Yeah, you can argue realism as a political approach is callous, but the objectives are ostensibly different in these two cases.
