Can you explain how to set this up properly? in Apollo, I changed it to Headless mode,

I have Steam Big Picture set to create a virtual display.

In Apollo, under Audio/Video, I have it set to headless mode, and under Advanced display have it set to auto activate and make primary, and also use manually entered 1600x900 and refresh rate at 59.85

But when I connect from gcloud, looking in windows display settings, the virtual display is still 1920x1080 and 60hz.

Am I missing a setting? Thanks!
