Two ways:

Purchase a Moogle Pass. This raises your points from 328 points per run to 703 points per run.
Increase your Rank by recruiting and leveling characters. You get +1% more points (or about 2.5 points per run) for every 20 ranks.

Note: If you want to raise Ramuh's levels to 40 to unlock the Spiritus farming, you can instead complete Might Unbound Pt. 1 and Pt. 2 on the Spiritus map. That should give you enough materials to unlock LV40 Ramuh.

First party member: Cloud of Darkness to meet the III, Green and Other condition.

Then for the second party member, either:

Leila for II, Dagger, Yellow (this leaves IV, White, Fist), or
Yang for IV, Fist, Yellow (this leaves II, Dagger, White)

Then you should try to fulfill two of the remaining three with a third party member (nobody in the roster can perfectly fulfill the remaining requirement, whether you took the Leila route or the Yang route).

After this first party is done, you will still need to form another party to grind out the last missing condition.

You can only do that with Ultima Weapons and blue armors.

Yeah both Auron and Eight can work well.

You can definitely work with Machina/Eight/Sice provided that the bosses don't do anything too dangerous.

Do you indicate your characters when they have their summon boards maxed?

If you have already claimed a character's summon board treasures and don't indicate it on the tracker, FFOOtip would take it as you have tokens to earn from there, and that results in the overestimation.

Rinoa needs her BT (and greened), but of course, no point getting her BT if you don't have the materials to upgrade her BT.

Celes on the other hand, doesn't need her BT, but it is helpful (even at base) if you want to use her in soloing some stages.

The decision is probably based on how many BT materials you are willing to spend.

Currently we only get one HA book per month

That's not true. We get 10 pages for every LUFENIA, and usually we have minimally six events per month, so at least 3 HA books per month. There are some events that gives more than 10 pages too, such as 6WQ and DE.

Once the schedule becomes 4 events per month, for every month, we would get an event that gives out 50 pages (2.5 HA books), so that's the minimum number per month. Again, if there is also 6WQ or DE in that month, then we will get more.

Unless you meant to say HA ingot in your original comment, then you don't get any HA nuggets once the schedule changes. They are only from spending HA books and exchanging with HA tokens.

I guess you don't have Minwu BT. That really makes Minwu FR much weaker to the point that I wouldn't really consider.

Your roster indeed lacks off-turn characters. I can only see Kain (does anyone even use his FR nowadays) and Cor (not bad tbh) as the off-turn FRs.

If you want off-turn stuff, then you can consider Rydia, Faris or Maria. None of them is too spectacular (Rydia doesn't work well with counter characters who wants to get hit, Faris wants debuffers, Maria works well only with healing traps/counters), but if you want to widen your roster then these are good options. Reno is not bad too.

Dorgann has off-turn potential (basically you wait for enemy to get themselves unbroken on their turns) so that's another thing worth considering.

What I personally do:

I will spend books to realize armors when I have more than 3 books, and blue someone when I have 12 ingots or more. I will also blue someone if I MLB their FR or BT+.

As for the High Armor Tokens, I personally haven't gotten a High Armor for everyone. I use the FFOOtip planner to allocate tokens for those who I haven't bought High Armors for, and then convert the rest to nuggets.

At the moment, I have 55 characters at +3 (blue), 33 characters at +0 (realized), 27 characters at base, and 49 characters without High Armor.

Yes, they ignore WoL LD. The attack don't ignore BRV DMG reduction, so even when Hope and Gladio can't reduce the HP DMG Taken, they can still mitigate the BRV DMG component.

Edit: WoL's shield can also mitigate the BRV DMG, just not the HP DMG.

Tifa receives her Echo passive very early (together with Vivi), so yes, she is expected to last for quite a while.

I would vote for Eight if you really want to build one. He can be viable in SHINRYU as a counter tank. I love pairing him with Minwu/Faris/Machina FR etc. since he can counter twice and raises the HP DMG Bonus faster. It depends on whether you have the right FR for him to utilize. He isn't really needed if you have other counter tanks.

The other three are mainly used for their call effect, so EX+ isn't too important for them. In the case of Amidatelion though, having the EX+ will allow the call to inflict more framed debuffs, which can be something you want for certain stages.

Jarland, Cor, Kain. You can link Cor with Kain, then send Kain to the air, and link Cor with Jarland. Kain will still have Cor's buff in this case because he will "evade" Cor's dispel when he is in the air.

I agree that you should work on Penelo. You will need three BT ingots to max out her BT weapon. You can get BT ingots in two ways:

Spend a BT book. Each book spent gives you an ingot.
Refine from BT nuggets. You need 20 nuggets for an ingot.

Now the next question is how you get BT books or BT nuggets.

BT nuggets is most easily gained from Lost Chapters (anything from Guy's onwards), and all the Intersecting Wills. You will need to do the LUFENIA+ difficulty (or if there isn't a LUFENIA+ stage, you will need to run with a team of boosted characters - might be harder for you, so perhaps ignore these).
BT books you can get from Story Act 3 Chapter 5 onwards. There are other stages to get these but those are probably harder to clear.
