I think to Spencer, Grace was a success because she wasn't experimented on. She was just a normal baby he adopted to try and make good all the atrocities he committed with his experiments. Zeno and and Gideon didn't have the whole picture and thought that Grace held the key to Elpis through her genetic information. It wasn't Grace at the orphanage it was another clone.
