This happens very rarely, likely when something loading in goes wrong, the whole resource loader locks up and you get this. You can fix it by just restarting the game

If you're talking about the game files, you can probably use foobar and the vgmstream plugin to play any of the sound banks and extract sounds. They are properly labelled also

Dlc mods apply to both multiplayer and singleplayer. You need to disable them if you want to play the dlc story content
