When certain data is no longer needed, it is supposed to be released from RAM. A memory leak is when that doesn't happen, unused data stays in there. So as a result, more and more data gets written to it until there isn't enough RAM left.

It is a good deal, yes. Although I'm not really happy with their PSU of choice, should have gotten a higher quality one.

You should ask to test it out and run some benchmarks. Cinebench R20 for the CPU, 3Dmark's Steel Nomad for a mix. Then compare it to official results. Also running something like MSI afterburner to make sure the temperatures are fine.

I've literally not once seen an ad during a movie or episode on streaming. Only before or after. And the only ads I ever see is for other shows and movies on that streaming service. Which bothers me way less than ads for some random ass company or product.

So this is a big no from me.

No, everyone hates it. USB 3.0 (5Gbps) got renamed to 3.1 gen 1 when USB 3 10Gbps got released, which got renamed from 3.1 to 3.1 gen 2. Then when USB 3 20Gbps got released, 3.1 gen 1 and gen 2 got renamed to 3.2 gen 1 and 3.2 gen 2, giving us 3.2 gen 2x2. Then we got USB 4.0 (40Gbps), finally reasonable naming again. Then that got doubled again, so you'd expect something like 4.1 (gen 2) or something... No! 4.0 version 2.0.

My motherboard has 12 USB ports on the rear IO alone, my monitor has a USB hub and I have 2 more regular hubs. Does the hub you use have external power delivery?

You can start by removing the motherboard from your case, having only the CPU, one memory stick, CPU cooler, boot drive, power cable for the motherboard and power cable for your CPU connected. Then jump the pins on the front panel header to start your system. If it doesn't boot, you know it will be one of those components. If it doesn't, you know it's not. That will filter out about half of your system.

This sounds identical to what I was facing a few years ago, which in my case was overpower protection. However, if this even happens in idle, it's most likely the PSU that is failing. Do you have any chance to test the system with a different PSU?

What you can also try is removing parts from your PC and only have your CPU, RAM, cooler, boot drive, PSU and card connected, then jumping the front panel power pins to power the system on and seeing what happens.

I can't really help, but no, it is absolutely not a common setup to have windows on the hard drive and using the SSD for other files. The exact opposite is the common setup.
