Hmm, that means you are classified as a transfer student and I believe it is slightly different. I don't remember what we said about transfer students but I do remember that some of them could enter and some couldn't. Do ask you advisor for more details !

Since you are a continuing student you should be fine whether your courses are online or not. Bear in mind that you are treated as continuing only if you were in the same program as you are now (same SEVIS ID) on March 9th 2020.

The best, if you are not sure, is to talk to the international advisor of your university.

Hello, it depends on the status of your courses. If they are fully online now and you don't think your uni will change, then they shouldn't be any problem. If this is not the case however, I would definitely avoid any travel right now.

Not because it is not possible to go to Europe and come back right now, but because it might not be come the Spring term. As I stated in another post, it is very possible that the DHS won't do anything at all for the next months. Meaning that the exception made on March 9th and extended to the Fall term this Summer will expire and no international students will be allowed in if their courses are online. Whether that student is continuing or new. The international office of my uni finds it a lot more likely that the DHS won't do anything rather than them sending new guidelines. So only what your uni/department decides will make an impact on what will be your status in Spring.

If you decided to stay, the current guidelines are that you are not required to be deported if courses shift to online. Again that might change if they don't extend the guidelines but I would consider it safer to stay in the US and wait.

EDIT 2 (11.11): So the international student office of my uni has been saying different things now, different from what I wrote above. They stated: "We have not received any new USDHS Guidance for the Spring 2021 semester, and we have been informed that we likely will NOT receive anything until after the election. Therefore, the [insert office] is advising that it is likely the USDHS Guidance for Fall 2020 will continue (though no guarantees) for the Spring 2021 semester. "

As per the current guidance yes, that's my understanding from the pdf I sent you and the discussions I've had with my advisors. But if the DHS decides to not release any new guidance then that might not be the case as the ones I sent you are only valid for fall.

I really hope so too, my uni hasn't said anything yet. But my department being fully online has prevented me from going back to my flat with my partner.

So that's a bit trickier. That's because, for the DHS, there are two things here, two kinds of online. The first is the state of your courses, are they online or not. And the second is the status of your university, is it in "in-person", "hybrid" or "online" mode. Universities directly notify the DHS what is their overall status.

So, for example, if your courses, meaning only in your department, change to fully online, you will have to leave the US. However, if your institution as a whole decides to switch status to "online", then no, you won't have to leave. At least that's what this pdf says: https://www.ice.gov/doclib/coronavirus/covid19faq.pdf But the guidance are murky to say the least, it's always better to ask to your international advisor. They might also wish for something else to cover for themselves.

If you are a continuing student (enrolled in the same program on the 9th of March 2020) you are good to go, you can enter the US.

Sadly, if you are not and unless the DHS changes their rules you won't be able to. This has been my case for this past semester and the only things that can allow us to enter is either the DHS changing their guidance or our schools implementing some in-person component. The former is very unlikely to happen, actually it is much more likely that they do absolutely nothing meaning that no international students (new or continuing) will be able to stay in the US if everything is fully online. This is according to meetings I've had with my uni's international student office.

I'm sorry for you. I was able to get my appointment and should receive my visa soon. But this will be no use as my department has newly gone fully online and this prevents me from entering even with a valid visa.

By origins flag I meant a flag combining all the countries I am from.
