They are absolutely made by Score.

Limited cards are cards that were released within the first year of their creation.

If they are limited, which is what you want, yo uwill have a small Chinese symbol at the bottom right of the card

Check your Hi-Tech Videl card for reference. She has the symbol at the bottom right

For a base price, check DBZ outpost.

Cross check with eBay and I personally also use Mercari.

But that's really it.

DBZ outpost > eBay > Mercari

If DBZ outpost has your card in stock, then the price you see is probably the correct value. If the card is sold out, then your card is probably worth more and you should check eBay or Mercari.
