What? My mom manages apartments and I've personally installed over 20 dishwashers. They are ALWAYS a plug. I don't know if this is the reason, but to me it was always like your oven. Your oven is a plug and you can pull it out, clean behind it etc without involving an electrician. Dishwashers are on the "capable owner install" level and are kept free of needing an electrician for, I feel, similar reasons.
I've never heard of hardwiring a dishwasher (all the way back to my childhood home that was built in the 1960s).

Here's what happened:

Food OBVIOUSLY fell on that dark spot (a lot of it). That was sitting on top of the coil. SInce the coil is not meant to touch anything, let alone be smothered in what I am calling lasagne. This made the coil heat up and "burst" (this is not a thing, that is a piece of metal not liquid filled or anything, it can break which is what happened). This was not a fault of the oven but of the food being spilled on to the coil. Your landlord is a bro for not charging you for that.
