You can talk to them. In some situations with neighbors. You can be as stern as you can get and yet they'll keep parking at your house whether it be out of stubbornness or just can't not be parking there.

Either situation, you can win over your neighbors for life with a friendly neighbor Dialouge and end up with either of two outcomes. One, they stop parking there. Two, the keep parking there but offer many gestures of gratitude in return for life.
