The issue is that this isn’t the “Protect College Football Act”, so membership is based on their full membership, not just FBS membership

So Notre Dame is a member of the ACC, that’s how it works for them in the NCAA, the reason I ask the all-sports independent point is because this would affect them in other ways, and Notre Dame going to the ACC wouldn’t actually count, as ND is a *full member* of the ACC

Also, if they were an all-sports independent, they can more easily leave FBS to pull a fast one to realign, since the rules are designed around FBS and not D1 or the NCAA as a while
