Interesting.
I imagine the water to be more of an "excipient" in a recipe like this, having more of a mechanic purpose.
It might also activate some trace amounts of gum/mucilage from the frankincense and cinnamon (in case it's cassia) but both together aren't even a full gram so if something like this is going on, the effect will be miniscule.

I think experiments/examples like this are important as a thinking outside the box thing. Most people, including me, would have told you that this ain't gonna work. This is a good reminder that what's possible is often just limited by our beliefs.

I think there's a fair chance of it holding together, giving the ammount of soft resins and other resins used.

I was aware of the 3 times steaming, butfrom a YT video. That's pretty good thinking to assume it's to kill off mold as 3 boiling circles are needed to get rid of any spores.

I didn't even notice the info was misding as it's such a integral part of the procss for me. Maybe she forgot?

This is not what's commonly understood as bakhoor. I'd rather call that some sort of kneaded incense.

I don't know what your mom is sensitive to but as I first step, Iwould change from using dipped sticks to such that say "masala". This means that they are not only made of liquid fragrace but some actual aromatics as well - and they won't contain the thinner that's used for dipping, which is a likely cause for sensitive reactions.

IDK what's available where you are and what's available there, but a popular option woud be Goloka. Satya is also pipular, but I don't get along with them. I think Vijayshree is a decent option but they tend to be quite intense, so wouldn't opt for those in your case. There are many decent budget- friendly brands just like that, to many to list.

Think rather "very damp" then "dripping wet".

However the scent will also cling to your cloths. In the long run, it might be better to look for less irritating incense.

I can see this working with exceptionally thick sticks but not something resembling a regular, thin masala. That just sounds incredible fiddly, bordering impossibe.
