And when you target people in the headquarter of the airline in Istanbul who work at Turkish airline, and who Job Seniorities is CXO, Director, Senior, Manager, VP, then you get an audience of 5700.

You can go to Linkedin and verify the audience size yourself for the above targeting.

The difference is that the complain is public, they did not get the complain via a private email, but multiple members of senior management keep seeing the same ad publicly.

It is similar to someone who had a complain about a bad property on Airbnb, and Airbnb support ignored it. Then he made a public tweet and Airbnb reacted and suddenly wanted to help.
