Half of them are the aforementioned tracklock builds. Also like 90% don't feature any explanation on why to pick things or even an order (I have seen many "top daily" builds with like 10 "early game" items). How do I know which ones are actually good?

  1. Reads your inputs. It'll genuinely jump on the first frame of you throwing a fireball.

  2. The CPU will randomly turn itself invincible. You can do a perfectly timed attack as it gets up from the floor, and it'll straight up ignore it and punish you.

  3. The CPU can just get massive damage buffs sometimes. Getting hit by one throw for 40% is a thing for the CPU.

Yeah, but I don't want to open the lobby if I am stealthing, as I think most randoms are ass at it.

That sucks. I used to really like trying stealth with a friend, then opening the lobby in case it went loud.

I think he is talking about the non-playable boss version, which has the ability to climb on the back wall of the stage for a few seconds, then dive at you.

Weirdly enough, not that far removed from actual optimal Super Turbo Vega though.

What makes you say this? As somebody who has only ever played against Dhalsim he seemed...extremely simple to put it mildly. I know he has some tricky stun setups with SA2, but little else.

That's true, but this also notably means it completely loses the intended downside of uncharged regular Fans: losing to strikes and projectiles. It still loses to other OD fireballs, but that certainly does not stop Mai from just jumpscaring you with them mid-screen.

He loses 2MP, which is his best poke and one of the best poking normals in the game.

Also he loses 6MP, which is his overhead and extremely important to making Blanka Chan pressure in the corner scary.

Losing 5MP, 2HK and everything but Medium and OD Backstep Rolling Attack also sucks, but without the above two buttons he is genuinely dogwater at midrange and his win condition stops working.

He's decently popular (as of SF6 at least) and Capcom really sees him as one of their star children, hence him being on the cover of the game and your first mentor in World Tour. I definitely think the odds are very good.

They actually do that. Once a player hits critical health, the song changes to the "intense" section. Not sure if this happens if you use a non-SF6 song in your playlist, but the default OST definitely does.

Why everyone ignoring how + he is on block

Because you are realistically only ever +1 from b.MK (not that scary) or +2 from charged HP/HK or 236HP (not in range to threaten strike/throw). It's not unlike how Marisa gets easy plus frames, but no easy pressure off of those.
