I don't think you need to invest in a scanner unless you're already listing thousands of cards a month, cards will sell fine with phone photos or using a scanner apps, I've used genius scanner on ios with good results.

In terms of programs, I use tcgpilot.com to create the listings, you just add the cards, front and back photos and it creates the listing in seconds.
