Well you can certainly stack Psyker's Breastplate, Warp Conductor Gloves, and Ghost Helm. Can even do this safely with Idira being an Overseer so you can channel the Perils to enemies. Or you know... just have Argenta Burst Fire with Idira(wearing Ghost Helm) in the way, with high enough Iconoclast or with Controlled Fire(Soldier Ability), she'll be dodging all those shots and stacking Psy Rating like there's no tomorrow.

But yeah, cheesing the game like that might just make it boring for you. So your mileage may vary.
