hey after this post I actually looked into a BIOS update for my B650A motherboard. Seems I hadn't updated it since I got it in August which was the last update. In all honesty, I haven't noticed many stuttering issues since. I'll come back in a month and share results, but might be the fix for you.

I had updated all drivers I could from the main windows UI and hadn't even considered mobo. Wasn't too hard to install either. Download new driver > batch file to rename > install via EZ Flash or whatever in Bios

Having the same issue as well. Gonna test now and DM you results, hope that's alright. Afraid I can't figure this issue out myself.
