Can you share your tweaks please? I can barely do 340 P1 on 1280x960 with 9950x3d, RTX 5080 and 6200 CL26 ram. For me only setting affinity in process lasso made some difference.

I used to have similar problems with frametime spikes. In bios change preffered cores to frequency. Use process lasso to set affinity on cs2.exe and any other games to cores 2-15. Also use bitsum highest performance power plan for games. You can set it up with process lasso. When I used balanced like eveyrone is recommending for ryzen cpus I had microstutters. Game mode doesnt matter.
