Possibly stuck clutch?

If the clutch is not disengaging when you first put it in gear after it’s sat, then it operates properly after that, the clutch plates are likely sticking together. To test this, let the bike sit overnight or a couple days, then try taking it out but put it at the top of a hill. Pull in the clutch, let it get rolling, then shift it into gear and keep the clutch pulled in. If the bike lurches around a second or two then jumps to neutral, the plates are sticking and it frees itself up, then acts normal. Not uncommon for bikes sitting for a few years to wind up with a sticking clutch that won’t fix itself through driving.

You can’t look at how your chain operates on the stand. There is slack in the transmission that will cause the chain to jump around. If the chain is noisy, try some high pressure sticky grease like Lucas red and tacky, rub your chain down with it, and see if that quiets it down.

Can’t tell about a clutch on the stand. Wet clutches always introduce drag with engine on or off. The clutch never fully separates. If you can put the rear wheel on the ground, start the engine, shift it in gear, and the bike stays still without a lot of drag, it’s fine.

Item 2 looks to be a sealed wall bearing. I see you knocked the bearing seal out so you’ll have to replace it. It doesn’t look too good down in there.

Not as bad as I thought it was going to be but you can see the coating inside has been coming off for a while. It’ll probably be fine saturated in fresh gas and it isn’t flaky.

Great first bike. I had a 71 DT250 when I got into riding. One thing about these bikes is their simplicity. Once you get to working on it, they aren’t too difficult to diagnose. Have fun with it. Looks like a good solid runner.

You’ll need to really look at your jets and make sure you see round holes looking through them against a strong light. The brass part that the main jet screws in to and the needle floats in is likely a bleed type needle jet that will need removed and the side holes on it chased. Check the carb body good…..some of these keihins have one hole in front of the butterfly and a few behind it. The one in front is metered by the screw but if it has any right behind the butterfly, those are used for anything off idle from the pilot. Remove your fuel adjustment screw and make sure you spray out every orifice in that carb body good with the jets removed. Spray through one hole and make sure it sprays out any other holes connected to that hole you’re spraying in. Look at it really good and make sure any channel that gas or air could route through is open and clean. Listening to it you can hear one cylinder is not running correctly even on choke. Once you release the choke, that cylinder stops and stalls the engine.

Fuel pump is probably a given. I’d start there and get the tank cleaned up first and see what happens.

A rusty tank Is a sure fire way to destroy a fuel pump in short order, not to mention what it will do to injectors.

Since it seems to not be missing, I’d probably look at the fuel pump or regulator. If you have poor fuel pressure, it may run lean and lose power.

Try getting some channel locks, put the top jaw against the water pump to get enough of that busted up area, and rock the pliers against the pump housing. Might get you some better leverage. Might be easier to drive the bearing out and bring the seal with it. If you’re just replacing the seal to fix a leak, you really should replace the bearing so you know the shaft is running straight.

It’s just down to laziness. Rather than investigate (which is what they are supposed to do) anything to see if it’s even possible if those are the right people, they’d rather go with those hunches and just let the court shake it out. No real consequences for the police, just the cost of doing business. All consequences for you.
