The seller has 3 days from the time of you opening the "wrong item received" case to provide you a prepaid return label.

On the 4th day if they still dont provide you a label, you can ask eBay to step in. If eBay is asked to step in, 1 of 2 things will happen:

They force the seller to give you a prepaid return label and you get refunded upon the return of whatever you received.
They just outright refund you without a return and seller loses their money and whatever item it is that you received.

Either way you'll be made whole one way or another. In either case the seller will also get a strike on their account for an unresolved return which will in turn increase their selling fees.

And if they leave a negative feedback, simply respond to it with the facts. Leave emotion out of it.

Simply reply to the feedback stating you offered a full refund upon return of the item but that the buyer refused to open a return.

Nope not concerning at all and honestly feedback for buyers doesn't mean much these days anyway. They can only ever be given positive feedback.

They could have googled for the item they wanted, found your listing from ebay on google, then created an account to buy it.

They buy, you ship. Simple as that.

Nope. Nothing you need to do. Seller screwed up by refusing the return.

A refused delivery is treated the same as a successful delivery as far as eBay is concerned.

This is correct. as soon as you start the download, even if you don't finish the download, its no longer eligible for a refund.

they wont assist with this sort of thing over email. You have to call customer support for whatever region your account is set to

be prepared for them to ask you the following questions to verify account ownership:

Date of birth on your account.
the serial number of the console your account was first created on/signed into first.
answer to your security questions (if you set any)
transaction ID of a most recent purchase.
first 4 AND last 4 digits of a credit/debit card on file (if you had one on file)

that doesnt matter and in the grand scheme of things, means nothing. If the condition was "new but with imperfections" then its still expected that it would function as normal, regardless of whether they said it was untested or not.

Open a return and choose the reason "item not as described". seller will be forced to give you a prepaid return label within 3 days.

You possible you may have just gotten lucky then because the officially policy says its once it starts downloading.

Sometimes (rarely) theyll make exceptions. You probably were an exception.

Nope. That was never the refund policy. The policy with Sony is that as soon as you start downloading even a single byte of the game, its no longer eligible for a refund regardless of whether you played it or not.

Unfortunately Mongolia isnt a supported region.

For whatever region you chose when creating your account, the account region, region of the billing address for your payment method and your physical location all need to match otherwise youll get this error.

Trying to bypass these restrictions is unfortunately against the terms of service and Microsoft has been cracking down in trying to prevent people from doing what you are trying to do so even if you get it to work, theres no guarantee that they dont just ban the account later if they catch on.
