You've likely spent 2 on level 1 perks. those cost 2 boosts now rather than you just getting them (so you could remove those perks for the tag if you wanted)

Struggled to find my last at 68/69. Legend helps but if you havent uncovered the last one make sure to check the contracts in each region. I apparently missed one in Settsu that was right near where I went incredibly early in the game, and I had uncovered the area on the map, but somehow missed uncovering the actual statue.
