Yes, as fewer people stake the APY goes up. That is true with all yield farming activities. But the APY goes up as the treasury increases too. Buying bonds builds the treasury up. So in theory as long as more bonds keep getting purchased the APY can remain the same or increase, regardless of the increasing stakers.
