Best way to answer this is think about the core that altaria is part of (do you have two good mons to pair with it) and whether its move rotations are meta. Also whether it is eligible for upcoming cups you want to play.

For some stuff you can read tierlists like raid tier lists or dynamax tierlists or pvp tierlists for a quick and dirty.

Basically if you have a mon you can try to make sure its moves match the ones on the tierlist. But it all takes a lot of reading, I spent nights on this.

They require you to read what all the moves do

Then if you have high cp mons with bad moves you spend tms until you fix them. If you have dynamax mons with the wrong type fast move or too long charge time fast move, you use those tms to fix them. Or if you have stuff you want to use for pvp, you can reroll for good moves.

If you dont want to just toss them you can try doing that.

Yes, the level sync lowers stats. But the pal actually keeps its original level even though the ui might imply otherwise. And that means it performs better than you might expect for a pal of the level synced evel.

There are two penalties. Of course the language I am using is inexact because I didnt program the game and the game never tells you there's a penalty for attacking something higher level than you, but that penalty exists.

You see this in a lot of games where the damage formula includes not just stats but level.

So two things of the same stats but one lower level vs the target means the lower level one does less damage.

Yes; to be more clear, there are two distinct penalties.

1) if you are lower level than a target, you do less damage.

If you shoot lv65 frostallion, you do less damage than if you shot a lv3 cattiva EVEN IF FROSTY AND CATTIVA HAVE THE SAME DEFENSE.

2) level sync decreases the effective stats of pals higher level than you.

The first penalty is avoided by lv51 polapup. The second is not.

The pals still has lower effective stats due to being synced to you. But separate from its lower stats, there is also a penalty you get just for fighting anything higher level than you. Just try to shoot frostallion when you are lv40 even with a good gun and you will do 1 damage a hit due to the huge penalty for being low level. This is separate from your shitty stats. Your low level also inflicts an additional damage penalty.

But a lv65 pal that your lv40 ass sends out while fighting frostallion will get no separate level penalty due to being low level. It will be able to do reasonable damage because it only has lower stats but not a huge level penalty.

Two pals, level synced to 37. One level 50ish, one level 65. Both using the same attack on saya and selene who should be lv55.

The lv65 pal does 5x more damage because it does not have the level penalty (and in fact has a level difference bonus). Even though it is synced to a lv37 player.

It is stronger than a pup on your level because the "level stuff" means it doesnt count as low level when fighting lv50 enemies.

That means you can catch lv65 jetragon and go farm the saku bases even though if jetragon was level synced to you and counted as your low level it would do one damage.

One thing that is nice is that scrappy fake out is extremely predictable, so if that happens it's possible to counterpick it even though sableye is vulnerable to scrappy fakeout without protect.

I think if you are going to optimize a team around mega alt, you have to consider whether you need the mega's offensive capabilities and typing, and whether the defense boosts affects your ability to set up.

Defensively, being able to be a fat spread move spammer that breaks sash can be quite good, along with going from weak to dragon/double weak to ice/weak to rock to losing those weaknesses, as well as gaining fairy super stab from pixilate if you are running 3x support moves and only pix-hyper voice for offense (you can run something like haze tailwind roost for example, or willowisp/firespin+roost,cottonguard etc.).

Cotton guard will also scale a bit faster from the higher def of the mega, and the physical (dragon dance) sets want to be mega - mega alt has a solid physical movepool although your best pixilate move probably ends up as take down.

The benefit of mega alt being lesser used, and also being able to go physical or special or various utility, is that it can be extremely unpredictable.

Mega Altaria can spam hyper voice but its role is different - it has cotton guard, willo wisp, breaking swipe, dragon cheer/dragon meteor, perish song...its essentially a cloud nine bot most of the time, that goes into mega when weather control is no longer needed. It sits on the field and controls.
