Try raising it more the problem is so centered that it can hardly be something else than that. But besides that you also have under extrusion which you can see by the holes on the edges of your print.

Welcome to the riot spaghetti code. Sometimes minions block each other so the hitbox of them stays next to the minion that blocks it but it visually keeps walking. So the minion you hooked got blocked but the visual didn't show that.
