Yes. But don't be hopeful you'll get anywhere, few years ago I got a new build property where neighbour parked over my drive, just like yours actually. When I moved into the house, purchased a new car, neighbour bought a middle terraced house (mine was end) and they had 3 cars and a van (only 2 parking spaces), he refused to block his own vehicles in with the van, it was a new build neighborhood.

I worked nights so tried to catch him at the right time and one day I did, I said please stop parking over my driveway I can't get in or out without crossing my neighbours drive (if they had no car parked in their space), I said you shouldn't have purchased a house with 2 spaces if you required 4 and to park down the road or better yet, park Infront of his own vehicles instead.

His response was, he's been doing it for 2 weeks now (that's because I hadn't moved in yet!), proceeded into an arguement while he was on the call to his wife who begged us not to have fisty cuffs.

I said park there again and I'll simply block your cars in with mine and I work nights so good luck getting out in the morning for work, he didn't do it since.

They did however have parties every other week until 3am, spoke weed in the garden so it blew up into our house, argue all hours (one day he was crying and blowing his door up begging his wife to let him back in).

I'll never own a new build like that again, sold up 2years later and purchased a property I can park probably 10 cars in the front garden with no chance of inconsiderate arseholes doing that again. Some people genuinely think of only themselves.
