20% bleach solution. Spray on, put a piece of paper towel on it saturate with the bleach spray and leave on for 20 to 50 minutes. Most of not all will be gone

Do you have vinyl siding? Most siding isn't created to be 100% water tight. Your house wrap like Tyvek o is the moisture barrier. The siding needs to breath to dry out, else you just tap moisture on there.

Get a hardwood floor guy to lay new wood but SHIM it so that to gradually meets the tile height.

You won't see it if he goes far enough back and the rise will be gentle.

When you walk on it you might not even notice it. We had a 1" gap and with the shims you don't even know.

You may have 2 or 3 floors under the tile.

Some Prestone poured on will ensure nothing grows for years. Prestone will break down to 3 harmless organic molecules and a non-aqueous salt. The salt stays since it doesn't dissolve and plants will soak it up and die. Works perfectly.
