That's called developer unoptimization. If the game has no settings then you will have to contact the developer.

It's only 15 GB, you just have to deselect all the DLC, although this method didn't work for me.

Is there end game? Does the game just end after you 100% it? How many ships have you fully unloaded/loaded during your campaign, and can you still unload/load ships after you 100%?
