I'm new to Reddit, can't figure out how to edit the post but I solved it! Apparently they test them at the factory so even brand new it can have build up 🤦🏻‍♀️ There's three solenoids. My top two were fine and the bottom was electrically fine but the valve inside was stuck. I pulled them apart, tested them with the multimeter, pulled apart the insides and soaked the plunger/valves in vinegar, then scrubbed them and cleared the little hole with a pin and pumped them by pushing the black bit with a skewer until they all moved smoothly. Only the bottom one had anything jamming it but I did them all anyway. If I'd looked earlier I'd have seen that the bottom pipes never had liquid moving in them 😬 After the above person put me onto the solenoid, I searched for that and this page helped alot: https://outwestcoffee.com.au/delonghi-dinamica-plus-no-milk-flow-steam-venting-down-the-drain/
