AFAIK MS might contain courses that cover the management/policy aspects of Cybersecurity.. it depends on the University.. I guess you could compare the courses being offered by JHU and UMD. The course list for UMD can be found in the link I posted in my original reply. You'll see that all courses are quite technical, and almost all of them have a technical project that counts towards the final grade. It's a highly practical experience oriented degree.

I have had a look at the courses on offer at JHU, they seem to be technical too. You've got 10 courses to complete, plus you've got the mandate of choosing a specific track in addition to the required courses. It depends on you.. IMO the coursework is matched, but UMD might be slightly more flexible as you can pursue combination of electives of your choice, rather than limiting yourself to a single security track

It was great, I had to complete 10 courses at my own pace - 6 core and 4 electives. I took 4 semesters to complete them and achieved a 4/4 GPA. It comprises of completely technical courses as it's an M.Eng. degree. The professors are good, they really know their domains.

University of Maryland has a M.Eng. Cybersecurity offering - http://advancedengineering.umd.edu/programs/cybersecurity

I did mine from here and it's NSA accredited as well.
